Vision depends on imagination — the ability to see what cannot be seen in the present and, indeed, the capacity to picture a new reality. Vision requires a) using more than ordinary insight, b) being rooted in a historical memory, and c) building upon some experience of what you are seeking to envision. Such vision is indispensable to any society, but especially one in crisis, both for problem solving and for creativity.
