Darrell Rooney directs this delightful sequel to the charming 1955 animated film about the family pet who falls in love with a street dog. Lady (voiced by Jodi Benson) and Tramp (Jeff Bennett) now have puppies of their own and live with the Darlings, a couple who love them dearly. Scamp (Scott Wolf), who looks like Tramp, is a mischievous little one who hates baths, roils at rules and regulations, and dreams of running free in the wild. His dad calls him "Whirlwind."

One day after causing a ruckus in the house, Scamp is reprimanded and put on a chain out by the doghouse. He escapes and comes upon a circle of dogs who hang out in the junkyard presided over by Buster (Chazz Palminteri). Although Angel (Alyssa Milano), a stray, tells him that he doesn't belong on the streets, Scamp is determined to prove his mettle in a series of tests set up by Buster. The other dogs in the junkyard all cheer him on — Ruby (Cathy Moriarty), Francois (Bronson Pinchot), Sparky (Mickey Rooney), and Mooch (Bill Fagerbaake).

Melissa Manchester and Norman Gimbel have written five songs for this adventure tale. Children will identify with Scamp's yearning for freedom and adventure outside the restrictions of the home. But, in the end, they, like Scamp and Angel, will appreciate the comforting values of love and acceptance that are at the heart and soul of what it means to be part of a family.
