Jessica Simmonds (Liz Alexander) returns to her home on Angel Street in an urban area of Australia. Her father, B.C. (Alexander Archdale), is leading a group of local residents who are protesting the razing of buildings to make way for a high-rise development. Following his death in a fire, Jessica concludes he was murdered. She teams up with Jeff Elliot (John Hargreaves), a communist union leader, to stop the killing of Angel Street. In the process, they uncover a conspiracy involving the developer, the police and government officials.
Some of the same gritty political message hinted at in Caddie are evident in Donald Crombie's latest film. Here citizen activism is celebrated along with the idea that a few committed individuals can combat corruption in high places. Liz Alexander's sturdy performance is a credible study of heroism.
