Yet, to give a recent example, can the poor people of Honduras and Nicaragua be blamed for the destruction of Hurricane Mitch? Can the people of Bangladesh be blamed for the terrifying floods which regularly destroy their country, floods, as is well know, that are related to deforestation on a massive scale? These approaches — the threats to security, the appeal to self-interest, and the accusation of others' inability to govern properly — hardly provide a principled basis on which to structure responsibility.
