"My heart speaks clearly at last," as one of Tolkien's characters says, suggests a waiting on the heart. Waiting on God is waiting on the heart, it seems, until the heart speaks clearly at last. There is an underlying assumption here that "his will is our peace," and that God leads us by the heart.
