The rabbis equated disrespect for another's time with an assault on life. If we steal property, we are punished by the justice system, but when we steal time, we easily get away with it. According to Jewish tradition, the dimensions of space and time both belong to God. If we spend the lifespan divinely accorded to us in wasting our neighbor's time, we are robbing the Market of all the possible "wealth" that could have been generated using this time. We are responsible for the costs that the Market incurs while absorbing this deficit in potential.
